Emergency Response : Use of UAS Systems During the Pandemic in Monitoring and Preventing Public Gatherings in the Open

Just as it affected civil air traffic, the COVID-19 crisis also affected other airspace activities.
Decisions of the national Civil Protection Headquarters of the Republic of Croatia on preventing the spread of COVID-19 in the form of restricting the gathering of large groups of people in the open were monitored in traditional ways by the employees of the Ministry of the Interior and the Civil Protection Headquarters, and for the first time, UASs were used for this purpose.
During the implementation of measures for the control and prevention of larger gatherings in the open, smaller VTOL UAS systems were used, especially above urban areas, on several occasions due to the simplicity and efficiency of their use. They enable a quick and efficient inspection of public areas from the air, whether it is a planned inspection or an inspection of certain locations on call.
For this purpose, activities for the needs of the Civil Protection Headquarters of the Republic of Croatia were approved through the AMC Portal System as prior-notice, planned activities, but when necessary, AD-HOC activities were also approved at the request of authorized persons of the Civil Protection Headquarters in a safe manner in real time.
The AMC Portal System has demonstrated its effectiveness and value in coordination and communication in performing these activities for the needs of state users, by ensuring the safe application of UASs in line with the needs of state services.
